2nd row bench seat question

I just recently got my ex and when I stripped everything out of it to clean the interior I noticed the middle seat belt male end was down in this sleeve you cant get to. Is there some kind of keeper that is supposed to keep this seat belt from retracting all they way back into the plastic sleeve. Thanks

Is the plastic sleeve ripped or broken on either side? The belt shouldn't be able to go into the sleeve.

I had the same problem. I used an old wire clothes hanger to hook it out. Once out, it did not fall back in as TXinct said.
