53-55 hinge spring washers

Hi, do the spring washers go between the bolt head and hinge arm? Or between arm and hood? Thanks.

Going by the drawing in the parts book it looks like it goes between the bolt head and hinge arm. Makes sense to me. I think it would be difficult to put it between the arm and the hood. Working with those hinges is a PITA. Good luck.
