Wipers/CPS?

Not really new here, been here a while, mostly gaining knowledge about these trucks...2000 SD dually. I bought it when it only had 17000 miles on it, it has 145000 miles on it now. Really never had any trouble with it other than having to replace the front hubs and calipers, and replace O-rings in HPOP lines.

A little History...

About six months ago the fuel tank issue finally reared it's head, but as long as I kept it above a 1/4 of a tank everything was fine. Then about a month ago it got to where it would hiccup, didn't matter what speed I was at, just a random hiccup. It wouldn't just shut off unless it did it while it was Idling, it always cranked right back up. Replaced the CPS, the only one I could find locally was at Advance auto parts (gray one). That took care of the hiccups. Also did the hutch mod and installed a 10 micron pre pump filter, cleaned the fuel bowl on the engine and replaced filter.

New Issues...

Every once in a while now it won't start on the first try, but I can do another key cycle and it will crank and run fine except when the wipers are on. I thought something was getting wet but it runs fine in the rain until the the wipers are turned on. I read a thread on this issue a while back but I don't remember what the solution was. Tried to search for it but didn't really didn't find anything that addressed this issue. Could it possibly be the CPS I bought from Advance causing this?

Hope more experience will chime in, but some have had issues with aftermarket cps'.
I replaced mine with one from International (dark blue), no issues, but didn't have any with the gray one either. But, the gray was Ford recall item.
Search for threads, there are a few concerning this.

I think the best thing to do would be to install an electrical "noise filter" at the wiper motor. Radio Shack carried them at one time to filter generator and alternator noise out of CB radios. Something like this:

The issue seems to be mostly caused by dirty grounds at the ground points under the hood. There's a thread on how important it is to keep them clean and bright. See:
