Decided to change out a fuel filter today and while in the process I followed the fuel line from the carburetor down and discovered the line running through this. Is this an original filter, fuel pump or what? Please excuse my inexperience. It's a '73 F250. This thing is mounted just to the driver side of the lower radiator hose. It has one wire running from it. Thanks!

Looks like an inline fuel pump to me, put 12 volts to it and see if it works.
Some people used to think they could fix a vapor lock problem with an electric pump munted like yours. Some times it was just that the electric pump was cheaper than replacing the stock pump.
Thanks guys. I followed the fuel line from the tank, trying to find the fuel pump. I figured it would be easy to spot but I came up empty. After that, I followed the line from the carb and ended up here.

It could.... with a bypass regulator and a return line.
