No Lights

No Lights
Hi I need some help. My 2000 Ford 350 has no lights. No blinkers in dash or outside, no brake or hazard lights. There has always been a problem. I took out interior bulb years ago because it would not go off and drain the battery. As of late I keep blowing fuses more frequently. This week I heard a ticking sound in dash then noticed the above problem. My fuse panel has no labels, maybe some one knows of one. And of course no trailer lights. Thanks for any help.
