ok, ipr is good. so i started the air pressure test. could hear air leaking in the drivers side valve cover. pulled the valve cover and whalla!!! all the torx bolts were loose on the cast fuel piping (what is the right name for this?)...
can i just tighten them or will there be seals that need replacing?
The part is called the high pressure oil rail. The proper torque spec for all nine of those TX-30 bolts are 10 ft-lbs. If they were that loose, odds are they were never tightened properly to begin with. I would pull the rail off to have a very close look at the tops of all four injectors very carefully, and repair as needed.

what am i looking for? cut orings? the retaining ring on all of them is in one piece not broken.
how do i know its not the ball socket seals on the high pressure oil rail thats what my gut is telling me?
And you're going to send it on its way knowing there could possibly be something else wrong with it?
now, if i replace this, it starts, runs fine, do you think he's going to say, yeah! pull apart the other side and lets spend some more money!!! maybe a perfect scenario. but 98% of the general public is going to say, it runs! give me my truck back its fine! lol.
my dodge, one bad injector, replaced all 6. customer dodge, replace one at a time only as needed. some people just cant afford/dont want to spend money on their vehicles.
c'mon anyone? i need the wisdom of the ford elite die hards here. ford dealer is stumped. i assume i have to buy the whole high pressure oil line? and might as well to the dummy plugs and all the other **** ford puts junk o rings on underneath the v.c.
all the o rings and retainer clips appear to be ok.
I would just tighten all the oil rail fasteners and see if it starts and run it up to operating temperature to see if it re-starts with the valve cover off. If all is good, ship it.

i did that. it didnt start. after cranking, i can hear the air leak. cant find it visually, even with a light and a mirror. tried pouring oil over the oil tube and injectors to find a spray, but nothing. so im thinking it is leaking at the nipple seals on the oiil pipe.

I would hope you would fill the owner in and let them make that call????
