ABS Module no Power?

ABS Module no Power?
Any ideas here? The ABS module located being the headlight is not getting power. Tech is scratching his head since power is good at the Fuse panel and the BJB.

Update -
Tech says the Fuse box has power going into the relay, but no power out when probing the wires which is why the module does not have power. Looks like I will need a new fuse box. Are these vin/option specific?
Ford is back ordered till July 25th. Any other options?
