First post from phone so bear with me. I was on day 3 of changing shocks and all was going well. Then I saw a vacuum line coming from the rear brake line. It just hangs there with a white thing on the end.

Sounds to me like a rear end breather (aka vent line). It allows the rear end vent off gases as the fluid and metals heat up. Otherwise you will have fluid running out your axle seals.
Ok heres the pic. Editor did not work so I will try to describe it the best I can.
Rubber hose (brake line) comes into the "t" and splits into the two metal brake lines. Behine that is the rubber hose I am confused about. It does seem like a vent. The one end is attached behind the brake hose junction. The other end has the white piece on it. It is about 18 inches long. I have it curved back in the pic so you can see both ends. If it is a valve, where does it attach?
The higher the better as to keep it from sucking in water just in case of submersion. You may also want to make sure that the vent is clear of obstruction such as mud and such.
