Key Fob problem...

So, I'm not new to the forums, and I have searched around to see if I could answer this myself, but no luck so far...
I've tried absolutely everything when it comes to programming a new remote for my truck (1998 f150, 5.4, 3 door), including unhooking the battery, but to no success...my Problem comes when I try to get the truck into the programming mode.
I've followed the instructions, get in truck, key in ignition, switch on and off 8 times within 10 seconds, keeping it in the ON position on the 8th time...but nothing registers (doors don't lock and unlock to show programming mode has been enabled)

Anyone have any idea as to what I could possibly do...aside form buying a new keyless entry system for the truck?
any and all help would be appreciated..

(other info on the truck, Just bought it...previous owner had it for 6.5 years, key fob stopped working about a year or two ago, he just never found a need to replace the battery, when I went to replace the battery, the truck didn't lock or unlock, so I figured it needed to be reprogrammed, now I just can't get the truck to enter program mode >.> )

I would first check fuses to make sure there are no blown fuses. Then I woul make sure the keyfob is working. Test it at a parts store where they have those signs up that say is your battery working and u press the button to see if it does. I programmed my 03 supercrew with no issues by following the steps in the book. Make sure you get the ignition turned all the way forward but not starting everytime or it will not work. Good luck!

After buying a new key fob, and unhooking the battery and just letting the truck sit while I ran errands all day, I did end up getting it to enter program mode, now I finally have a working key fob
