The correct fix is to find the reason the key isn't actuating the solenoid, and its gonna take using a multimeter or at least a test light to find out what is going on. At this point in time it sounds like it could be the solenoid, but you'd have to know if the switch is even actuating the solenoid to make sure there isn't a wiring problem somewhere between the switch and the solenoid.
I just thought he could do this, even as a temporary fix until he tracks down the problem. I think the problem is the little wire that actuates the solenoid not getting the juice or getting stuck on since he's had continuous on or no on at all.

Safe to say it is electrical without doubt. Obviously an issue within or around the column that can effect lots of stuff. At least you now know where the issue(s) are stemming from. If you can trace it down now you won't need to do anything anywhere else. I'd go to fordification.net for the wiring diagram, they have several for 1979.

Thanks for the help. Thats kinda what I have been thinking about my issues, but it has a manual transmission and there are not many wires in the steering column 4 I think but the only thing that is electrical is the horn and the signal, so I guess it must be either one of those. But the horn doesn't work, not sure about the turn signals so I will start with the horn.
