Do you get a wait to start light and a corresponding drop on the gauge? Wait to start light should go out after a few seconds and about 2 to 2 1/2 minutes after turning the key on, the gauge should jump back up as the GPR & glow plugs kick out and reduce the power draw.
If this is all happening, (or if it doesn't happen at all) then start with checking the Glow Plug Relay and the glow plugs.
What is the temps where you are at ? If it's over 60* glow plugs shouldn't matter. I'd start with cleaning all connections at the batteries, starter, and solenoid on the pass side fender.
A little more info on the truck would be helpful.
How many miles on the truck?
Does it spin over fast or slow?
How does it idle after it fires up smooth or rough and loping?
