No. The mating surfaces of a 16 and 16.5 are a different shape. So even if you machined it down or something, the beads will not seat properly and it will explode when inflated. Now if it is a 2 piece wheel, you might be able to find a wheel company to change the barrels to a 16. I imagine it's not exactly inexpensive. If you have slots or hurricanes, you're out of luck on that. They're 1 piece
