I think it's hardwired. The OP said it was on all the time. But, if the battery isn't draining down in the truck, it might be on its own battery.
Easy way to tell, unscrew/unbolt the thing from the transmission tunnel and see where the wires go.
Hmmm. Maybe it's a jury-rigged 4x4 light? Possibly the one on the dash is burned out, and the PO came up with this as a solution? Tracing the wires would be the way to go.
