Yes the sequence of the pictures is not right.
Center Section goes in first, then backing plates, then axles.

The retainer flange that I refer to is the one that is secured with the four bolts that is on the outside of the bearing between the bearing and the wheel flange.

The pics are out of sequence. The axles have to slide into the third member.

Yessir. No other way. Car stuff is not always presented well. And instructions are nearly non existent. It is knowledgeable people on this forum that make this project doable for a rookie like me. Thanks for your help on this.

To wrap up this thread, the reason my axle bearings were not seating properly in the axle flange was that I had the wrong axle seals. I started with the Timken 51098 I think (about 2 1/2" dia), went down to the 9896 or something like that (2 3/8" dia), ruined one of those trying to force it, then went down to the 9896S or some such moniker (2 1/4") and it fit just right. Built the rear drum brakes today (minus the E brake, will have to come back to that) will seal the diff tomorrow and install the axles, mount the drums and wheels and I'll have a roller!! Good milestone!
