360 timing issue

360 timing issue
Yo Im still having issues with this old 360 its a lil frustrating....I marked the harmonic balancer at 0 with a white marker I started at 8 and when I put the timing light on, the mark is actually jumping and droping isn't it supposed to be consistent?
