I changed the ICP, no change in symptoms and code came back so I changed the pigtail. Still throws the 2290 code. Truck runs good until letting off throttle to coast or stop then it has the heavy black smoke / no power. Usually I just get going, let off on the throttle briefly and it returns to normal. Then back to smoke / no power again sometimes the next time I coast, sometimes lasts a few cycles. Happens mostly when towing (about 8000 lbs). Drove 40 miles city driving last week and had no problems at all. Hook on the trailer and the symptoms come back.
Could the new sensor be bad?
Can I remove the EGR valve, cover the hole and drive the truck??
that's just one component for the mod, the other side has to be blocked off too.

Don't know how to check this. I know where it is and I did clean the wire plug and wiggle the wires. Do I remove and see if it is sticking or moving freely, and clean it off?
So I wasted the $155 for the sensor and the $45 for the pigtail.

Plus you normaly would get a diffrent DTC for bad ICP sensor P2285
P2290 C O Injector Control Pressure Too Low Default inferred ICP is used, ICP is below desired pressure See diagnostic manual - ICP system.
I would deal with the P2290 DTC FIRST before you worrey about EGR Valves and VGT Silinoid/Turbo

Odds are you have a HPO Leak
The First step to diagnos it is verify GOOD LPO Flow to oil filter housing by pulling the Filter out and hold the drain down inside filter housing with a screwdriver it should fill fast as someone cranks the engine over
You cant make HPO if the LPO side is Starving the HPOP
next would be an Air test of the HPO system or Pull IPR Valve and check for damageed screen on IPR
P2290 means that ICP desired pressure is above actual ICP pressure for X number of seconds while the truck is running. I'd pull the IPR valve and check it for a trashed screen. You could also have an STC fitting going bad. You need to find a way to monitor HPO pressure while driving.
