OMG..Rust bubble - how to fix?

OMG..Rust bubble - how to fix?

Hi all,
I have my 2001 Ford Ex and she has a touch of the "R" word. I know under the bubble is a lot more that I cant see. My question is how do I properly fix this on a budget. I intend on spraying the underside with motor oil this year, but I know with this bubble the damage had begun and it is gonna be hard to stop it.
Lemme know what you guys have done with decent results. I appreciate it!

To my eye that looks to have begun forming under the paint, perhaps just now showing after having taken root behind the fender? I'm not seeing a chip that would have exposed bare metal allowing this rust to start.

Has that fender been repaired before? Something looks a bit funky surrounding these spots unless that's just your reflection?

Take a sharp object and scratch any flaking paint off the area.
Use a sharp poker to test for any other thin areas.
Wire brush or sand the affected area.
Apply some Ospho or other rust converter on it.
Brush on a little primer and let it dry thoroughly.
Sand primer with 400 grit sandpaper to maybe 1/2" beyond the primer.
Get a touch up pen with the appropriate color paint.
Apply several very light coats of paint out into the sanded area and let it dry thoroughly between coats and apply no more than three coats at a time.
A total of six coats of paint will give you enough material to sand and polish the area to hopefully make the repair disappear.
Sand the paint with 1500 grit sandpaper, use a spray bottle or garden hose to flood the area you're sanding.
Let that sit for a week or so and the polish with some polishing compound and then wax it with whatever wax you prefer.
You might have a good enough finish with the brushed on paint to stop right there, it just depends on your ability and pickiness.

Once you see a bubble it usually if not always rot. (Rusting from the inside out). Don't even bother with it. Your best bet is to spray oil/diesel fuel up between the inner and outer fender walls.
It didn't start from a chip or anything. Theres a foam strip between the two inner and outer fenders where moister and dirt/salt collects and rots it out.
If you start playing with that you end up cutting a area out about 30x the size of that bubble. And you will still need to use mirrors and such to see and keep cutting to clean metal behind. Plus the lip of the fender is hopeless.
So all in all. Patch panels. But oil it for now to slow it down at least.
