Yes, the upfitter switches can be retro fitted using the kit below (see link).

No, the wiring isn't already there but you can buy kits for them that are plug and play w/ the wiring. I put them in my 2005 and it was super easy, I can't imagine yours is much tougher. Here's a link to kit: WWW.HORIZONPARTSGUY.COM
