Can't help with a bumper, but for the gas pedal stop.... You need to have the linkage hooked up to the carb in order to properly adjust it. It needs to make positive contact when fully depressed, and carb throttle plate at full open, with all the linkages in place. The amount it is extended, has absolutely no importance, as it could be all the way down, or up some, and still serve its purpose. If you adjust it before hand, you'll just have to readjust it afterward.
