Rod, correct...none of the parking lights or license lights work and yes, the instrument panel is lit.
XLT, it does show a park lamp relay in the book, it says "(Export)" beside it and does not list an amp rating for it. And no, the lamps do not flash using the remote fob. Looking at the fuse box, there is nothing plugged into that slot.
Interestingly, the parking lights and license plate lights all get their power from the same circuit that activates the headlights via the main light switch. Power to the main light switch is provided via fuse F1.16 (15A) in the Battery Junction Box (BJB). The same circuit that powers the parking lights and the license plate lights also power the LEDs in the door lock switches. If the door lock switches are all illuminated when the parking lights are on, this issue gets really challenging....
For vehicles designated as "late build" there is a parking lamp relay, but that is just to activate the parking lights when the security system is armed, disarmed, or triggered. That relay bypasses main light switch when activated by the security system.
It sounds like it's time to get out the test light or multimeter and do some probing at the main light switch.
OMGOSH!! Rod, thank you so much!! Looking at that fuse showed that it is indeed blown!! Whew! I'm gonna go get one to replace it and hope that solves the problem.
