Yeah it sounds like your cables not adjusted right. Find where it mounts to the box, loosen the screw and try sliding the cable either forward or back until your climate controls move correctly. Then tighten the screw back up.
The actual controls could be broken where the cable attaches. That happened to me once. Not on the lever, but where the clamp attaches. Hope that makes sense.
Mine did that too after I would take the cables off and put them back on. They would need some adjusting so the levers slide right. Unless as others mentioned, something is broken. Its a quick fix.
The cable can also corrode inside the cable housing and cause it to stick. The best way I have found to fix that problem is to remove the cable assembly and spray a lubricant (I prefer Liquid Wrench) into the gap between the cable and housing at each end, then work the cable back and forth a few times to free it up. I'll usually hang one up and soak the end a few times to let it run down the cable, then do the same on the other end.
