Dash Lights
In removing the instrument cluster, you will have to remove the ***** anyway. They are held on by a spring clip. You will see a small slot where the **** meets the shaft, You have to get something in there to push the clip toward the ****. This will relieve the spring tension on the shaft and then they will come off. Don't force it or you will pull the clip out of the **** and will likely not be able to be reused.
For the headlight switch, you can also reach up under the dash and find the headlight switch. On the bottom side of it, you will find a small button. Push in on this and the entire shaft will come out of the switch. This will also turn on the headlights so I recommend disconnecting the battery first.
With all the steps it takes to remove the instrument cluster, it would be worth it to go to a parts store and get either a Haynes or Chilton manual. It will step you right through it with pictures. Look at them both to see which one you like better. I personally like the Haynes better.

I do what to clarify one thing though, you are talking about the illumination lights right? And not the indicator bulbs such as the seat belts, blinkers, etc...
Those can be accessed from the front if that's what you're referring to. After you get the front besel off you will see how to get to those pretty easy.
But if its the Illumination bulbs...then the cluster needs to come out
