I see no way of replacing the cow-things without at least removing the bottom fender bolt and seeing if you could persuade the fender out enough to get your hand in there. They're attached with "Christmas-tree" type push-pins. Nor have I seen anyone reproduce them.
Not being able to come up with a part number got the best of me so I pulled one off.
Engineering number E0TZ1002854AA. I think the part number is E0TZ1002207A "Tube Cowl Side Vent Drain" but cannot confirm that.

I just have a mouse trap on the passenger side floor lol. I'm at 3 this week... The truck is better at catching mice then the dog... Or the cat for that matter lol
Yeah, we've had a trap set in there for a week or so; no takers yet. Got a couple of a different kind I'm gonna try this weekend.
Eddie, your pics have me confused. What angle is it from? Is that from in the cab, or the outside of the truck, or what?
That's the metal plate access for the drain. The photos are of the driver's side looking from the driver seat area. The dash is totaly removed fro
m the cab. The ECU sits right in front of the silver panel behind the parking brake lever. The newer trucks may not have that access anymore.
Thanks Eddie, that puts it all in perspective. Yeah, on the later cabs, there's a whole 'nother bracket/structure along the left side, that the parking brake attaches to; looks like it's part of what stiffens the cab/firewall. The PCM is behind that. But then behind that is the actual inner wall of the cab, and even with the PCM shoved out of the way, I'm not seeing any other access panel back there.
Indeed, peanut butter, almond butter, tahini (sesame butter) all make good mouse trap bait. I'm hoping the two I caught in the nest watching TV were the only ones who'd set up housekeeping.
Thanks for the leads on the parts. Wow $20+ for a P####!! Geez, there are some neighborhoods in Detroit where.... oh never mind. Anyway, I actually don't think they're torn. I think they've just kinda lost their shape, and the rubber has just pulled away from the edge of the hole, so new ones will prob do the same thing. I was able to reach up from the outside, and get some duct tape on 'em to hold the edges to the edges of the hole.

Saga continues, kinda. Doing some bodywork on the other truck (RCLB), pulled one of the fasteners off the cow-[ahem] on the passenger side (it was loose), and this piece fell out.
Part # EOTB-15020A50-AA ; nothing comes up on a search. Anybody know where it goes? We haven't pulled the interior panel yet.
I expect it goes under the cowl panel as an access cover for a wiper mount. I pulled the cowl panel off of one of mine last week and can look if nobody comes up with it. Too late tonight though. There is a access hole for the upper door hinge that looks like that on some models but not sure if it applies here or if it would try and fall out the cow- (ahem) if it came loose.
Yes, under that. There are 4 (+/-) screws accessible through the round holes in the top of the panel and 6 or 8 that you have to access with the hood raised, that also attach the rubber strip.
Not exactly the one you have (this is a 87-91 I think) but a good illustration:
