Brake Booster Issue?

I have a 1990 F250 I've been working on getting road worthy. I replaced almost all the brake lines, reman calipers, new wheel cylinders, etc and I've bled the brakes several times. No fluid is leaking, and the fluid level holds steady. However, there is still play in the pedal. It has definitely improved since they have been bled, and the truck stops fine and is driveable. I was wondeering if this is an indicator that the brake booster needs replacing?

If you listen to the truck while its off or ever running if its quite enough, if you can press the brakes and you here a definate whooshing (<---- wow really) anyways if you hear that more than likely you need to replace the booster. That or you could have a vacuumm leak close to the booster itself

More than likely the problem is either rear shoes need adjusted up or there is still air in the system or a combination of both.
Bleeding sequence is right rear, left rear, RABS module, right front, left front.
