Does the running board really have to come off to get the wheel well guard/liner out? having a hell of a time getting the heater hose/valve assembly off since my hands are incapable of twisting so insanely into those small spaces. Seems like the pile of parts in the street is building quickly. Any tips or guidance would be greatly appreciated!

No, the running boards do not have to come off to remove the wheel wells. All fasterners are removable except 1. The exception (plastic push fastener) blocked by the running board can be cut off with a steak knife. I just did this.
I'm not sure of the specific heater hose you are trying to remove, but I have to cut the hoses (parallel to the hose, with knife) along the connection point and peal it back off the fitting.
