P1934

Im looking at a 2002 E350 extended van with a 5.4L and its an automatic. The transmission is throwing a P1934 code which is Vehicle Speed Signal. It feels like it is taking off in Overdrive. Is this the same thing as VSS? something as simple as needed a new sensor or is it in need of a new trans?

It's also like its in fail safe mode, is this normal if it has a transmission type failure will that send it into fail safe mode?
