From the '79 wiring diagram it appears to be the plug for connection #C331, carburetor valve control solenoid (throttle kicker). It also says used only on F-150 w/ 302.
So it appears that in your application (F350 w/ 460) it isn't used. That's why it's not plugged into anything.
It shows the two wires as red/yellow and blue. Circuit #640 is red/yellow, circuit #932 is blue.
