I found it takes about 10 seconds for a cold FICM that isn't right to go from 38v to 48v.

Latest update... I purchased a scan gauge II and set it up to read FICM voltage. Today I went out turned the key foreward, let glow plugs do their thing, FICM right at 48v during rollover 47.5-48v once started 48-48.5v first 5 min of driving GUTLESS WONDER!!! I have scanned it for codes and nothing... What is going on??? Oh yeah and I have done fuel filters and used water remover/Injector cleaner. Don't know if it is good or bad but 250 miles yesterday unloaded. 180 highway and 70 in town and I managed to get 15mpg. Something just does not seem right and this stupid scan gauge says that I am getting 21mpg

Injector stiction. Won't throw codes.
Synthetic oil will help a little, but you'll need new injectors to solve it.
Do a cylinder contribution test to find wich injectors are lagging. Make sure engine has cold soaked over night.

You would probably have better luck with RevX or Archoil AR9100 for resolving stiction issues.
