I have a 1974 F250 I'm starting to prep for paint. The paint on the truck is the original paint. over the years the paint has very little cracks and has allowed rust to to come through the paint. My question is do I need to take it down to bare metal or can I sand and seal it?
If the rust is coming through the paint now, spraying a sealer over top is not going to fix the issue. You'll need to expose it and remove the rust.
As a word of caution, before jumping on the rust conversion bandwagon, be advised that some epoxy primers are not compatible. You're basically spraying an acid on the metal surface, and in some cases they will indeed react months after paint application, causing lifting/delamination issues. I would suggest to figure out what primer you will be using and then see if it is compatible with these conversion coatings. If not, you'll need to re-think your strategy. I suggest starting with identifying the paint first, as Ospho, Picklex, etc are less forthcoming in putting out this info. Paint manufacturer's will be more up front about what their products are compatible with. Nice to know up front, as pricey as paint products are...
