Hmmm, if it does then mine is missing.
I think that the shape of the cig rub out part is what provides the spring tension and also keeps it from opening too far. To remove the ashtray you have to press down on it to release it.

I know what you're wondering John. Every single one that I've ever seen screaks and rubs like fingernails on a chalk board when they open. Metal on metal. No plastic cover (60 years ago). Plus I'm not sure that can be considered a "rub out". If you were to push down on that spring with a cigarette, the whole ashtray would probably fall out into the floor or your lap.
