EEC-IV pinpoint test procedures?

EEC-IV pinpoint test procedures?
Hello, I have been trying to diagnose a no start issue on my 7.5l for quite some time now (3yrs) with no success... I am sure it is wiring/ECM related. I am ready to give up on the EEC-IV and go with a megasquirt system, it is an offroad only truck anyway, 1977 scout, 7.5l, art carr racing c6, 37" boggers.
as a last ditch effort I bought a OTC breakout box to do some testing.
I am wondering if anyone would happen to have access to the pinpoint test procedure from the Ford pcm/emissions diagnosis manual? The engine/ harness is from a 1996 e-350 van, but it is the EEC-iv. That being said, I think the one I would need is for the 1995 e-350 van, 7.5L. If 1996 shows a EEC-IV, that may be the one, but I am thinking ford did a scout thing and used up some 1995 stuff on the early 1996 fleet vehicles...
