You cant... At least not easy. Its not the bulb that gives the dash its color, its the overlay. So you have to buy one of the cheap overlays from Fleabay or you have to remove the overlay and change it to blue...
Its been done before, but IMHO its not worth the effort.
I just got my havoc control lights changed to blue how can I change my gauge cluster changed to blue also ??

Not as hard as Joe makes it seem. I sold a set of blue LEDs to a member here and he did it. It looks good in his truck, and he said it wasnt too bad. All you have to do is take some alcohol to the back of the gauge cluster to remove the tint.
I have it figured out how to get my door and window switches blue and my light switch how do I get my switches out of steer wheel to change them ?? I'm more worried about the getting the switch out than changing the lights
Not gona change mine to blue but just gona put LEDs in but what size is the Bulb behind the upper part of the Speedometer I know it's smaller than the 194's?
It is a little tedious and much patience and care is needed to scrape the cards off, but if you wan't the look, and don't want to purchase an aftermarket card, it can be done.
