Payload should be your pinweight plus passengers and cargo in the truck. So for example, Cyclone 3010 has a pinweight of around 2400 lbs I think.... so with max payload of 3290 you would have roughly 890 lbs left over for passengers and cargo in the truck, if you wanted to push it.
The same truck, the F350 SRW 4x4, without the 10k option, would be rated at a 11.5k grvw and allow up to 4k lbs of payload... for the exact same truck. So the truck is capable of more than the 3290 listed if that's what you have, but for insurance purposes your truck was given a lower rating. From what I have gleaned from this and other threads on the topic, that basically means that even though your truck could handle 4k payload, if you get in an accident with over 3290 lbs of payload, you could potentially have legal/insurance issues. Others will probably correct me. I am by no means and expert. Hope this is close to right though.

The weight of the toys in the back can make a big difference in pin weight in certain toy haulers. Some manufactures push the so far back making it impossible to get the pin weight where it needs to be. Others too far forward. Most of the guys having issues seem to be on the double-axle variants which I think teeter-totter more than the triples.
I've struggled to get my pin weight up to the 20% suggested and loading my toys lightened my pin by 220 pounds. I've been moving some heavier things up front and need to re-weight with the changes.
With my F350 and a 17k toy hauler I'm under all of my numbers by a pretty good margin expect for the GCWR rating of 15,600. It seems most anyone with a big toy hauler ends up in that situation though since you've really got to go dually to get that number up. Not saying that's right, but it's a reality.
