My local mech told me that I may have a" burnt valve on the right side"
He said doing any adjusting on the carb would not be possible with a burnt valve.
Thats ok, but I googled around and found a test on burnt valve, a piece of paper over the exhaust... and the paper did not suck back in...
This may not be so accurate, but its all I found.
Do you know if this is really a test for burnt valve?

Well, that is an indicator test so to speak...but, if it has a miss, steady on that cylinder, changing pugs, wires, ignition does not help, then it's a 99% sure you have burned valve.....a compression test (leak down will verify also since the valve will be warped preventing a good seal.
