remove tailgate plastic cap?
I just picked up a 2008 tailgate and I plan on stripping it down myself to save on paint costs, does this plastic top cap come off?? I put a new plastic cap on my 2005 and if I remember right is snapped into place and was a VERY tight fit..
Is it removable without breaking it??

take the inside metal access panel off..
then you can reach up towards the top and squeeze the plastic tabs till you can pull the cap off..
just watch and be careful, cuz if you pry a tab off it will be loose in that area afterwards.

Agreed, but should you break one of those tabs get yourself some 3M double sided tape. Works like a charm.
