Try disabling the firewall and antivirus to see if it works..

If it doesn't try uninstalling Internet Explorer also..

Then I would reinstall IE to see if it is fixed..

If it works then reinstall Chrome and firefox..
May I point out a problem with the above please.
If you uninstall Chrome then you are left with Firefox and IE.
If you then uninstall Firefox you are left with IE.
Now here is the problem I see.
IF YOU THEN UNINSTALL IE YOU WILL NOT HAVE A BROWSER!!!!
YOU WILL NOT BE ABLE TO ACCESS THE INTERNET TO REINSTALL A BROWSER!!!
IF YOU WANT TO GO THAT WAY DOWNLOAD A BROWSER INSTALL FILE TO A THUMB DRIVE AND PULL IT BEFORE TELLING THE COMPUTER TO REMOVE THEM.
THE COMPUTER WILL REMOVE THE INSTALL FILES FROM YOUR COMPUTER AS PART OF THE UNINSTALL!
Does this make sense ?
As far as I know that is how things would turn out.

Whoops I should have read every post.
I jumped the gun as it appears that Miles has gone through the uninstall/ reinstall process.

The IE Browser comes with Windows..

If you uninstall it you can put it right back..

Chrome and Firefox are not supplied with windows so you are correct on having to re-download those..

Try installing Malwarebytes Antimalware and run a scan to see if there are any nasties on your pc..

You can get it here.

That is good..

It sounded like something was blocking it.. That is why I first suggested turn off the virus and firewall..

Glad you figured it out

You don't want to be running 2 antivirus programs on the same PC..

Have you reinstalled Avast or AVG or one of the other top FREE anti-virus programs?
Windows Security Essentials I am finding a good program to have.
MacAfee is more like malware in and of itself IMO.
It is a resource hog and one of the first of the crapware I uninstall from any computer that it comes with.
