That's a nylon bushing and it didn't work loose, it's worn down, time to replace. Otherwise you will soon have other problems.
Interesting...it is a threaded bolt with a square head (3/4") on the left side, and a (9/16") nut on the other...is the "nylon" your referring to, the "washers" on the left side?
Not saying that these parts haven't been changed at some point over the last 30 years (I've never changed it over the last 4+ years) so the 30 previous guess it's possible???

You said this was originally a manual trans, so I assume the clutch pedal has been removed. Did you do the conversion, or did you buy it this way?
M/T: The brake pedal rides on the shaft of the clutch pedal (which is made as part of it). There are four nylon bushings (2471), two on the clutch pedal, two on the brake pedal.
A/T: There is a short brake pedal shaft, the brake pedal rides on it. There are two nylon bushings (2471), the one you fiddled with and another on the other side of the bronze bushing.
When these nylon bushings wear down (they eventually fall apart), the shaft rides only on the bronze bushings, doesn't take too long for them to break loose from the bracket, begin spinning around and wearing down.
You can't buy them, were only furnished with the bracket. It's obsolete, the chances of finding it NOS is about nil...AND there are two types, with A/T or M/T.
When converted to an A/T, which bracket was used? Was the M/T bracket used, or was the A/T bracket swapped in?
Preventive maintenance: One of the first things you do after buying one of these old rolling piles of misery is replace ALL the nylon bushings.
With a M/T, there are two nylon bushings (7526) on either end of the release rod from the clutch pedal bellcrank to the Z-bar, two more (7335) on the Z-bar pivots.
Bought it with an Automatic in it...clutch pedal is still in it...never been removed, stays pressed against the floor board, acts as a floor mat holder...

There are 4 nylon bushings: B7AZ-2471-B = Available from Ford.
MSRP each: $1.66 / FTE sponsor tousleyfordparts.com (White Bear Lake MN) price each: $1.10 / FTE sponsor partsguyed.com (Horizon Ford in Seattle WA) price each: $1.20.
Should be available at local parts stores, cuz these same bushings were used 1957/79 on myriad PassengerCars / 1965/79 F100/350's / 1966/79 Bronco's and 1961/91 Econolines.
