Yes i think the 99 super duty springs should fit. not 100% sure there going to give u 4" lift.

Springs will fit. You'll need to open the spring hanger holes slightly and maybe run a little bit longer shackles. The bolt if you don't have it for the front hanger is metric of cant remember size for a snug fit.
