Do you have rear abs only or do you have 4 wheel abs?
Explain in detail why you beleive there is a short in the turn signals.....
In 89, there is a connector near the the left tail light inside the frame rail that many times goes bad. It is round with another small single wire ground connector as well. These get water in them and corrode.
As far as ABS, either a ford dealer or a very good shop can scan it for you. It takes a dedicated scanner. If rear ABS only, swap the pickup sensor and go no further without a scan. If 4 wheel ABS, then do not swap out parts, it gets too expensive.
