I have a 1999 4.6 4x4. When truck is first started the fan works in all modes…defrost, A/C, heater both floor and dash. But after twenty minutes or so the fan still sounds like it is blowing, but nothing comes out of any vent no matter what the setting. All of the refrigerant hoses become “frozen” on outside soon after start up. When I shut motor off it sounds like water is running out of a hose inside the dash but there is nothing leaking. I did try to add some refrigerant and sealer to the system, but the cans didn’t seem to empty properly

Take it & get a vaccum on the system...other items may surface..(i.e. H/L press.relay or contamination)....otherwise you may be shotgunnin' $ for nothing..
After you shut the truck off is there any water leaking under the truck on the passenger side? If not it could be the drain hole plugged up, also if it's low on refrigerant it will cause the evaporator to ice up and that will stop the flow of air. Sounds like both to me.
pull the electrical plug off the freon compressor and run it for a day and test. Sounds like the compressor is not cutting in and out. Constant run will frost up.
Possibly the compressor is running constantly and getting too cold and freezing up. Could be a low pressue/ high pressure switch stuck and never shuts off. Removing the plug will shut it off and prove a point. You need to have a pressure gauge/ etc to test the system and see exactly what is going on, this will be a temporary fix untill then.
Your compressor is running continuously. You either have a stuck pressure cycling switch or the compressor clutch is mechanically locked.
Unplug the cycling switch, then observe the clutch to diagnose. If the clutch disengages properly when the switch is unplugged, it's probably just a bad switch.
There is nothing wrong with the charge level, so leave it alone.
