Trouble code 172 help

I got a check engine light today and came home to check it and got code 172. Engine running lean and oxygen sensor not switching? What's this mean? I need a new oxygen sensor? It's less than 2 years old? I did drop down just a tad bit this week in gas mileage though..

A vacuum leak or any leak in the exhaust system upstream or close by the O2 sensor can trigger Code 172.
