what about a school bus? Many times more than 3 to a seat, not a belt for anyone.

Kyle, vehicles that carry more than 15 passengers come under a different section of the federal motor carrier regulation book. There are some exemptions for some things. At the time I retired, a few years ago, no one in a class 8 vehicle was required to wear a seat belt even if the truck is equipt with them. Untill my Dad bought the '89 White non of our class 8's even had any seat belts.
As far as laws go the seat belt reg is a federal law that the local police have the duty to enforce as they do ALL laws.
I'm getting out of this now.

Note it also says you have to have seatbelts, making no mention of the "exemption" referenced in the FAQ.
Here's the real answer to the OPs question regarding seat belts & mirrors, MN state staute 169 Traffic Regulations. https://www.revisor.mn.gov/statutes/...9&view=chapter

Section 169.686, subdivision 2, lists exemptions to required seat belt use (covered in subdivision 1),

Subd. 2. Seat belt exemptions,

This section shall not apply to:

(1) a person driving a passenger vehicle in reverse;

(2) a person riding in a vehicle in which all the seating positions equipped with safety belts are occupied by other persons in safety belts;

(3) a person who is in possession of a written certificate from a licensed physician verifying that because of medical unfitness or physical disability the person is unable to wear a seat belt;

(4) a person who is actually engaged in work that requires the person to alight from and reenter a motor vehicle at frequent intervals and who, while engaged in that work, does not drive or travel in that vehicle at a speed exceeding 25 miles per hour;

(5) a rural mail carrier of the United States Postal Service or a newspaper delivery person while in the performance of duties;

(6) a person driving or riding in a passenger vehicle manufactured before January 1, 1965; and

(7) a person driving or riding in a pickup truck while engaged in normal farming work or activity.
So no, you are not required by MN law to have seat belts in your vehicle if it was manufactured prior to 1/1/65.

Regarding mirrors, section 169.670 covers that as well,

169.70 REAR VIEW MIRROR.

Every motor vehicle which is so constructed, loaded or connected with another vehicle as to obstruct the driver's view to the rear thereof from the driver's position shall be equipped with a mirror so located as to reflect to the driver a view of the highway for a distance of at least 200 feet to the rear of such vehicle.
If your windshield mirror is attached, and your rearward view through the backglass is unobstructed for a distance of at least 200 feet, then no, you are not required to have exterior mirrors.

The MN driver's manual is not a source for MN law as clearly stated at the bottom of the Table of Contents page,

While I personally would not operate a motor vehicle without side mirrors or seat belts, MN law permits it under certain conditions.

Stock Car Nut, The Federal Government cannot enforce laws concerning traffic, and therefore when they pass a law the states just face penalties for not enforcing what the feds want. IE There is a Federal Law that Mandates states pass a Motorcycle helmet law, and it lists the penalties for states not passing a law to conform. Colorado has steadfastly refused to pass a universal helmet law, and we have paid the price in Federal Highway funding. Finally we did pass a Helmet law for those under the age of 18, and that got us some funding.

When it comes to Seat belts the Feds passed a law in 66 to take effect in 67, but many states did not immediately conform. Colorado didn't until 68. As I stated before I asked a cop about this, so I know it is accurate.

Man, what a waste of freakin' time this argument is. Anyone who drives a vehicle on today's roads without
seatbelts is not very bright. Who gives a rats a$$ what year it went into effect...put them in and just drive
the dam thing.

This is getting just like youtube here...you post something and then it turns into a bitching match of who
knows more than the other guy.
