I dont know if anyone knows what this measn but my friend said something about it. Basically what i got out of it as an example say the drinking age was 18 right now and im 18 but then tomarrow they change it to 21 but because i am 18 i can still drink because i was around with the law was 18 now put that with the truck stuff if this makes sence
what is the rules with my 1964 f100 short bed straight 6 263 do i have to have seat belts in to to drive because im pretty sure it wasnt a law back then for seat belts and does this apply with mirrors too? i really hope this makes a lot of sence because im getting my truck back soon from the shop andit doesnt have any seat belts or mirros please ask questions so i can help better you understand and please can i get a reply as soon a possible it would be very helpful thank you in advance
Yes, that is exactly what it means. I made sure when I first started driving my father's 69 and that is how it the laws were. I however am in Montana so always check locally, but I believe that it was a nation wide switch. I would seriously consider putting seatbelts in though... At least lap belts... Sure your in a large, heavy, solid truck... But bouncing around inside of it will not be enjoyable! It was one of the first things we did in my truck was make sure it had seatbelts

Goat, +1 on checking with your state's DMV. NC starts at 74 for enforcement.
I can't imagine operating a truck without rear views, you can't operate it safely without mirrors.

Ha don't worry i'll be getting mirrors its just that im getting it back pretty soon and i want to drive it as soon as i can so if i dont have to wait for my mirrors to get here then why not drive it around!
Anything 66 and newer will require belts by federal statute. The local yokel or state officer may or may not ticket you in an eariler vehicle. It all depends on if your state has mandatory seat belt laws like here.
I have seen 28/29 model As get a belt ticket on a DUI check point. It all depends if you want to spend the funds to fight it. They count on you just paying it.
If/when you do get around to installing seat belts, here is a good source: LMC Truck Parts - Page 91 You will need the seat belt extender also. My '63 just had one lap belt; the first thing I did was install 3 point seat belts and move the lap belt to the middle.
Here in Virginia if the vehicle qulifies for Antique automobile plates, there are no inspections or extra rules. The DMV explained that the vehicle is subject to whatever laws were enforced and written at the time of production. This includes emissions, safety and equipment. Like someone said though.....if you have something upgraded like seatbelts and there is a law enforcing the use, you will get ticketed for not using them.
The 66 we own hs lap belts and have yet to be pulled over because they couldn't see a shoulder strap. I'm sure it will happen but hasn't yet.
There also should be no fighting anything. If you are given a ticket you show up in court and dispute the ticket. There is clear documentation on when many of the seatbelt requirments were enacted.

Dave, It is written, NC does not require seat belts to be in use for vehicles pre 74. You got em fine, use em no problem, but you will not be ticketed for not having them. 74 & newer better be hooked up when in use.

Fed Safety Standards Law affecting "light trucks" went into effect September 1966 (beginning of 1967 model run).
Required for the first time: Lap seat belts, L/H outside mirror, heater/defroster, 4 way emergency flashers, backup lamps.
Shoulder "straps" were optional for F100/350's 1967/76. Upper R/L corners of cabs have rubber plugs, when removed, threaded holes are exposed, straps attach here, but...
With optional shoulder straps, the lap belts are different, have two buckles. One for the lap belt, one for the shoulder strap.
While the Feds said lap seat belts were mandatory, this didn't mean that states required them. Verify when your state first required their usage.
