I have noticed that when I go to accelerate all of the air out of the vents goes to the defrost ducts, but returns to where I have it set after I back off the gas.
Is this normal or is there something wrong?
i don't remember what year your van is, but many vehicles out there used engine vacuum to control heater functions, and would have had a check valve between the engine and the firewall where that hose went in. it would appear that check valve has failed or been bypassed, such that when you step on the gas (low vacuum), the heaters default to the defrost position until you back off far enough to have enough vacuum to bring them back. look for that check valve and replace as needed.
I heard it's outside, requiring dismantling the entire heat/AC system to get at it, I've had this for over a year, we need to know where it is "really" at, inside or outside?
^^^These servos control the defrost and vent flow. Any vacuum leak here can also bring about your haunted vents.

I don't know for certain if the check valve is underhood but it would appear to be mounted close to the vacuum reservoir. The part in your link seems to be an acceptable replacement.
It will go from the roof AC vents to the floor, then you'll know it's not under the dash, but the valve outside, inaccessible without total heat/AC dis assembly, as it is under the unit over the wheel well. I have heard of someone cutting the inner fender to get access to the valve, you gotta locate it to know where to cut tho.
Maples would it be just as easy to re-route the vacuum line from the reservoir to the Function Control Connection block to bypass and/or replace the factory mounted check valve? The new check valve could then be installed anywhere along the new hose length. This might be a lot easier than disassembling the A/C system or cutting holes in the body.
I don't know where it all goes, you trace the black from the engine to find it, but I don't know how accessible the feed is to the unit inside to reroute it, then catch the rear. I'm so mad now, if I could afford it, I'd buy an electric pump, cap the factory line, then install it under the dash and be done.
I'm going to get by with this van for now, finish the modifications and upgrades to my 73, then either sell or trade this 99 for something smaller.
