It's probably not the low idle causing the rough idle, but rather the cause of the rough idle causing the low idle. My guess would be you either have a vacuum leak or a misfire, but there's far too little information so far to really determine much.
What engine is in your 2007 Explorer? How many miles are on it? When is the last time it had a tune up (spark plugs, fuel filter, air filter, etc.)? Does it only idle this way when it's been sitting over night, or does it do this all the time? Was there anything the lead up to this, such as it started doing this 2 days after filling up the tank with gas, as soon as the weather turned colder, etc.? Does the rough idle go away after the engine warms up? Does it ever stall? Do you have tools to check the fuel pressure?
thats the thing , we had to get a new motor from Ford because of a timing problem. this new motor had maybe 100 miles on it when it developed a code. misfire on #6 cyl. I've changed the plugs,wires,even the coil pack,which the ford dealer said was bad. It still misfired!!! took back to dealer where they say #6 had 2 collapsed valves?They changed them out and then told us that the injector on 6 was weak! so at our expense they put new one in. It seems that they are trying to share the cost of all our warranty problems, it still has rough idle!! this last time they told us that was normal whatever.... anyway I'm trying to fix it myself.
