Overdrive Transmission Issues!

Overdrive Transmission Issues!
So when I go to get on the freeway and hit 55 my 97 F150 will rev up to 4 RPMs but will only get to 60. Even getting to 60 is hard on my truck.
Not only will it jump to 4 RPMs, but the truck will shift as I try to get to 70 (which to do i have to pretty much press the pedal all the way down) but wont get any higher than 60.
So I am clearly assuming it is the Overdrive system in the trans just not sure if it neeeds to be reworked or a whole new trans should be installed. The truck does have fluid and all that is fine, but it does need a tune up soon...but this is too big a problem for just a tune up fix.
