flasher relay buzzing

I have 2003 F250 2wd 7.3 and when my wife started it up this morning she heard a buzzing noise. I located the noise under the dash and it is coming from the flasher relay. when we depress the brake pedal or use the turn signal the noise stops When the brake pedal is released or the turn indicator is back in center the noise comes back.I checked all the lights,none are out and I replaced the flasher relay but the problem did not go away. I also checked my trailer brake actuator and the connectors at the rear bumper. Any ideas as to what the might be the problem? Any help on this would be greatly appreciated.

Flasher or blinker?
Are the flashers off?
Can you swap flasher/blinker relays?

New turn signal assembly (multi function relay) was the fix. Flasher relay is what is buzzing, but the root cause is the turn signal / multi function switch.
