plug it in if you can find the heater plug end. charge the batteries. cycle through the wait to start light a few times before you try to start it. Probably some bad glow plugs. Like someone said the glow plugs stay on longer than the wait to start light. let us know if you get it going.
You said you waited until the wts light goes out,you need to wait about 120 seconds,the wts light is just a indicator.
You don't need to wait anywhere near that long. Yes, the glow plugs stay on for up to 120 seconds. But as we all know, the glow plugs are not just for starting the engine.
But yeah, on a really cold day, it's a good idea to leave the key in RUN after the WTS light goes off before starting. Usually another 10 seconds or so will do, but it may take up to 20 seconds after the WTS goes off.
If anyone has to run the glow plugs for the full 120 seconds just to start the truck, they've got bigger problems (probably only a few GPs working, or serious fuel delivery issues).

It is indeed fuse 22, but it energizes the PCM, not the IDM. If the OP is getting a WTS, white smoke and tach movement, however, then s/he's delivering fuel and therefore the PCM is energized.
Refill it and let it sit over night and check it before you try and start it. It could be draining down also extended cranking will also drain it
Extended cranking ? If the LPOP is up to it , that will not be an issue ...Its designed to keep the res full ... So international designed a pump that can't keep up with what was needed .. GMAB....
