So I just bought this and it won't start the previous Owen replaced the fuel filter fuel pump and wiring from the relay to the pump he said its symptoms we're it would bog down and die and he'd up more gas in it and it would start back up and this went on for a couple weeks until eventually it stopped working so he changed those parts and it didn't work. He also pulled a voltage test and got 8 at the pump and 4 at the sending unit is this normal? What do you guys think? It's in great shape and I got it for 750 dollars so I think overall it was a solid pick up but I'm not 100% where to start poking around this thing thanks in advance
Check the fuel pressure. Also open the fuel tank, and stick your ear in the mouth of it, have someone turn the truck on. You should hear the pump turn on for a sec or two, then turn off.

Yes that is normal readings for just setting with the key on and the engine not running.
The full battery voltage will only last for one second when you turn on the key and do not start it. Then it will drop to what you read with a meter coming from fuel pump diagnostics circuit pin #8 on the computer.
This is why you need to troubleshoot the fuel circuit with a load type test light and not a meter.
To keep full battery voltage on the fuel pump you need to ground pin #6 of the self-test plug and turn on the key.
While you are at the self-test plug go ahead and run the self-test and post the codes back here.
what about a bad sending unit? if its lieing about how much gas is in it (which isnt that what happens when they go bad) then it would be running out of gas right
