2005 No Start

I was trying to help a friend figure this out but it seems to allude me. Using a sg2 I have found all pressures good and no codes. Now we get the engine directly after a 30 min trip on the interstate and all readings are correct. No codes. IPR is 22 and pressure is around 650 if I recall. Turn key off, count to ten and it will refire perfectly. Turn key off and wait 1 min and it it will not. IPR will demand 75 and you will get 48 on the ICP. If Air Temp is below 65 it will restart possibly. If engine is at 165 it will restart. Sometimes it will restart if smoldering hot. FICM reads good too. This is the smoothest running 6.0 i have been around. 148K. Oil every 5000 miles. Filters every 10k. Had some work done to the tune of $3000 to fix it and well here we are. Mechanic is trying to get $5000 more for a HPO replacement. Im just trying to make sure thats exactly what is needed. I will get the specific repairs shortly.

Still sounds like an HPO problem--leak or IPR but not necessarily a pump. Before he drops $5K to do an HPOP, holler at me and I'll do it for a helluva lot less than that. I'd like to know who quoted him that price. That's absolute rape. If he already spent $3K for the same problem I'd be demanding some warranty work.
